Also, the lack of businesses in the area may be a sign for you to get in and fill the voide.

And most forums allow you to put your links as signature at the bottom of your posts, so every time you post, your links will be seen by all form members.

The reason forums work well is that forum members are very targeted traffic. They are already interested in your niche and are more likely to buy stuff that helps them achieve whatever it is they are after, in your case, fishing and fishing supplies.
